There are significant opportunities for fraud within all the links of the telecoms prepaid value chain, with abuse being perpetrated by distributors, dealers, internal employees and external customers alike. 

This includes activities such as stolen vouchers, as well as compromise by operators' employees, who are able to apply manual credits and service changes to account details to allow free calls to be made.
   
The diverse elements of prepaid fraud means that fraud departments have to monitor using a variety of techniques, depending on the implementation of the prepaid service.
