Fraud Management -­ Roaming Fraud

Roaming fraud is the use of a wireless operator’s services (away from the home country) with no intention to pay for calls made.  It can take up to three days for the home network to receive call detail records (CDRs) which provides an opportunity for the fraud to occur and can lead to significant losses.

The best technical solution is CAMEL which can carry detailed real-time roaming information over the signalling network.  However, this is expensive, limited to a small number of installations and has incompatibility issues. Furthermore, because of the increased signalling overhead, it is not possible to monitor all of the operator’s roaming subscribers: instead, the operator must select certain subscribers to monitor with CAMEL and use other monitoring methods for the remainder.

Near Real-Time Roaming Data Exchange (NRTRDE) is the GSMA standard to facilitate the exchange of CDR data with minimal delay.  NRTRDE can significantly lower the exposure to fraud because it significantly reduces the delay in receiving roaming CDRs.
